The project delivery was split into pilot phases in 15 ‘pioneer’ London Boroughs so that different approaches to combining the three messaging areas could be tested, measured and the learnings applied in subsequent pilot phases. After this there was continued lower levels of engagement within the pilot boroughs over the lifetime of the TRiFOCAL project. The final phase was to look at how the findings from the pilots could be applied across all the London boroughs.
